POSITION: TOWN PLANNER/WETLANDS ENFORCEMENT OFFICER/
ZONING ENFORCEMENT OFFICER
DEPARTMENT: LAND USE/ZONING
WORKING HOURS: 40 HOURS PER WEEK
RATE OF PAY: CHAPTER 90 - $60,000 - $75,000 ANNUALLY (DOQ)

GENERAL STATEMENT OF DUTIES: Plans, organizes & directs a comprehensive program of municipal planning & development, including the promotion of orderly land use development of housing, compliance with zoning & wetlands regulations & the protection & enhancement of open space. Works cooperatively with community organizations to facilitate retention & expansion of existing business interests. Provides consultation to all land use commissions & boards. Enforcement of Borough & related state statutes with regard to Zoning concerns. Matters concerning interpretation will be consulted with the Zoning Commission per Borough Zoning regulations. Provides guidance to the public on land use regulatory matters. Attends scheduled meetings of the Zoning Board of Appeals, Zoning Commission, Planning Commission & Inland Wetland Commission & other federal, state or local agency meetings. Coordinates the preparation & distribution of meeting materials, legal notices & minutes. Prepares draft resolutions for commission or board review & action. Issues zoning compliance (preliminary or final) prior to the issuance of any building permit or certificate of occupancy. Receives records & resolves complaints filed concerning land use matters. Issues fines & cease and assist regarding violations to local & state Zoning regulations. Preparation & administration of the annual departmental budget. Acts as Wetland Enforcement Office & Inland Wetland Agent. (See other duties on job description).

QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES: Must possess Bachelor’s Degree in municipal planning or related field; Master’s Degree preferred. Must have six (6) years of increasingly responsible experience in municipal planning, community affairs or any equivalent combination of education & experience. Certification by the Connecticut Association of Zoning Enforcement Officials & AICP Certification is preferred. Must be able to receive Certification by the Connecticut Association of Zoning Enforcement Officials & complete DEEP Municipal Inland Wetland Commissioners Training Program within one (1) year of employment in position. Must have a valid State of CT Drivers License. Thorough knowledge of the principles & practices of municipal planning, including its physical, social & economic aspects. A working knowledge of research of research techniques in municipal planning, including problem definition, data collection & analysis. A working knowledge of Town zoning regulations. Ability to acquire a working knowledge of land use regulations, statutes & inland wetland regulations & explain them to the public. Ability to apply principles of municipal planning to solve practical problems & deal with a variety of plans furnished in written or diagrammatic form. Ability to write clear & concise reports & correspondences. Ability to prepare & present written & oral reports. Ability to handle multiple priorities & demands. Ability to use Microsoft Office. Excellent verbal, interpersonal & written skills.
