Pursuant to section 9-369 of the Connecticut General Statute, the Borough of Naugatuck is providing the following
explanatory text for the four questions to be presented to Borough electors on November 4th, 2014.

Question 2. The Borough desires to relocate the existing recycling center from its current location on Rubber
Avenue to a new location that has not as yet been selected. The Borough intends to either purchase a new site or to
utilize existing Borough land for the project. The Borough intends to engineer the project upon location of the site
and to design and construct the new recycling center. It is estimated that at the cost of the project will not exceed
$775,000 after receiving grants or other funds to assist in the project financing. More detailed information can be

Question 3. The Environmental Protection Agency (EPA) has enacted new emission guidelines for all
sewage sludge incineration units in the United States in order to reduce risks to human health from the
consumption of fish containing mercury. The new standards require improvements to the sludge incinerators as
well as other improvements to the facilities to comply with federal standards at the wastewater treatment plant. In
addition, the Borough will shortly be receiving a new NPDES Permit (discharge permit) from the Connecticut
DEEP. The new permit will require the completion of a comprehensive Facilities plan. The improvements and
study are mandated by the EPA and DEEP and the Borough desires to finance the improvements by the issuance of
bonds and notes in the amount of $12,430,000. The Borough believes that this approach is the most prudent
manner in which to finance the state and federal mandates. The government mandate from the Federal Register

Question 4. The Borough desires to complete repairs to the Maple Street Bridge as described in an
application for inclusion in the Local Bridge Program for fiscal year 2015. The Borough also desires to repair the
following roads:

Andrew Avenue
Scott Street
May Street
Raytkwich Road
Rado Drive
North Main Street
Rubber Avenue
Field Street
Cherry Street
Spring Street
Johnson Street
Water Street
In addition, the Borough desires to complete repairs to various storm sewers, sanitary sewers, sidewalks and
traffic signals. More detailed information as to the Maple Street Bridge Repairs and, the proposed repaving road

Question 5. The Borough desires to replace the Hop Brook pool structure and rehabilitate the pool house.
CHA, LLP performed a Condition Assessment to the existing pool and determined it was in very poor condition
and needed significant structural repairs to extend its life 5 to 7 years, The Borough has determined that the cost
effective option is to replace the pool. The evaluation performed by CHA can be viewed on the Borough of
