POSITION: ASSISTANT ZONING OFFICER
DEPARTMENT: LAND USE OFFICE
WORKING HOURS: 35-40 HOURS PER WEEK (PER 2012 MOA)
RATE OF PAY: UPSEU, LOCAL 424, UNIT 15 – GRADE 11 – LEVEL A
$19.7513 PER HOUR

GENERAL STATEMENT OF DUTIES: Under general supervision, performs a variety of highly responsible duties requiring knowledge of and ability to interpret and apply laws, rules, regulations and procedures. Maintains complex recording and filing systems and extracts and prepares material reports. Maintains zoning violation/land use databases. Prepares and types notices, minutes and agendas for review by supervisor. Tracks expenditures and remaining budgetary allocation to determine if supplies can be ordered. Prepares statistical data, accepts application fees and files necessary legal documents. Attends Zoning Commission and Planning Commission meetings, acting as secretary transcribing minutes as well as filing necessary legal documents. Completes recordkeeping, processes payments and requests checks from Accounting Department. Receives state statute fees and accounts for such to the DEP Secretary. Prepares annual budget and maintains payroll records as well as accounts payable and follows through. Acts as secretary to the Zoning Commission and Planning Commission, including attending meetings and transcribing minutes as well as the filing of necessary legal documents. In the absence of the Zoning Enforcement Officer, acts as zoning officer in charge of zoning compliance, reviewing submissions for compliance as well as specific sections as designated by the Zoning Commission. Includes completing and signing off on basic permits. New construction is referred to the Zoning Enforcement Officer as needed. Assists the Zoning Enforcement Officer with written communications and confers on complicated applications. Assists Zoning Enforcement Officer in the field by taking photographs. Processes purchase orders, maintains equipment and office supplies, reviews timesheets and enters timesheet information into database. Performs other clerical duties in addition to those set forth above as required. Performs duties in a safe and conscientious manner. Will act as the Land Use Secretary in the absence of the Land Use Secretary per a 2012 MOA agreed to between the Borough and UPSEU Local 424, Unit 15. Performs other duties as may be required.

SUPERVISION RECEIVED: Town Planner/Wetlands Enforcement Officer/Zoning Enforcement Officer

QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES: Must possess a High School Diploma or GED. Must have a minimum of two (2) years as secretary, with at least one year working with State Statutes or Town Regulations. Must be certified as a Connecticut zoning enforcement officer or two years to complete certification. Must have a valid State of CT Driver’s License. Ability to take and transcribe minutes of meetings. Considerable verbal and written communication skills. Ability to analyze, interpret and administer the provisions of local regulations and related state statutes with regard to zoning, and the ability to convey such information to the general public. Ability to operate office machinery and equipment including computer, copier, telephone, printer. Considerable ability to work in Microsoft Word, Excel, Outlook. Ability to work with volunteer board members and laypersons. Considerable attention to detail and accuracy. Considerable judgment to understand when to make independent decisions and when to refer to superiors. Ability to develop and maintain filing systems and keep organized. Ability to proofread work or refer to Supervisor or Town Planner/Wetlands Enforcement Officer/Zoning Enforcement Officer and make corrections as needed with minimal impact.
