POSITION:                               DPW Administrative Secretary

DEPARTMENT:                       Public Works

WORKING HOURS:               35 HOURS PER WEEK

RATE OF PAY:                        UPSEU Grade 11 - $23.43/hour

GENERAL STATEMENT OF DUTIES:

  • Types notices, reports, letters, memos and requisitions, creates and updates spreadsheets.
  • Provides information to public by phone or in person.
  • Provides regular departmental website updates
  • Maintains files for all correspondence.
  • Assists in review of invoices for MSW, recycling departmental Invoices.
  • Oversees the payroll for the department.
  • Attends and takes minutes at the Golf Commission.
  • Assists with the departmental training program
  • Assists with OSHA compliance.
  • Acts as the Borough Recycling Coordinator, providing for recycling education, State reporting. Attends meeting as required.
  • Responsible for Transfer Station clerical duties including reporting review of invoices, and day-to-day operations support.
  • Assists in investigating, resolving and recommending solutions to complaints from citizens and others
  • Assists with program administration and coordination of regional efforts with the Council of Governments and regional authorities including recycling and municipal solid waste (MSW).
  • Responsible for the development or assists with the development of bid documents and the bidding process for all departmental purchases and contracts including recycling, sanitation, equipment materials and supplies.
  • Assists with annual and capitol budgeting.
  • Tracks multi-year contracts and all contractor insurance requirements.
  • Assists with the planning and developing residential, commercial and institutional recycling as required by state regulations, composting program and investigates and implements additional programs as needed.
  • Responsible for development and dissemination of publicity and educational materials relating to the recycling and MSW program, public awareness and program participation including school and civic oral and written presentations, Borough website, and development of periodic reports and annual reports of all recycling for the Mayor, Burgesses, joint boards, commissions and state agencies.
  • Assist with the application and management of applicable grants and programs.
  • Attends and presents to COG, Street Commission, Borough Board, Finance and Joint Boards and other events and meetings as required for maintaining and advancing the Department.
  • Responsible for clerical work including phones, providing information and processing payroll for the DPW.Prepares and processes purchase orders as needed for the Department.
  • Performs other duties as may be required.

SUPERVISION RECEIVED:  Reports to the Director of Public Works.

QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES: The qualified candidate will possess at least an Associates Degree or an equivalent amount of education, training and administrative experience.  A minimum of five (5) years of related general and administrative office experience.  Experience with purchasing and developing bids is desired.  A valid CT driver’s license and the ability to pass DEEP’s Operator Certification Class within one (1) year of employment is required.
