POSITION: STAFF ACCOUNTANT
DEPARTMENT: FINANCE/ACCOUNTING DEPARTMENT
WORKING HOURS: 40 HOURS PER WEEK
RATE OF PAY: UPSEU, LOCAL 424, UNIT 15 – GRADE 13 – LEVEL A
$25.30 PER HOUR

GENERAL STATEMENT OF DUTIES: Under the direction of the Controller, performs diversified and complex bookkeeping and accounting duties requiring knowledge of and ability to apply accounting principles in the maintenance of accounting records, processing retirements, completing federal, state and local reports and interpreting pension plans.
DUTIES AND RESPONSIBILITIES: Responsible for maintaining earnings and pension records for the Borough and Board of Education, maintains payroll ledgers in preparation for and distribution of W-2, 1099-R and other electronic filings, prepares and makes payroll and non-payroll withholding tax payments to state and federal government and prepares related data and posts journal entries, calculates pension payments and/or refunds for retired or terminated employees, compiles pension information for Controller, auditors, BOE, and actuarial firm, processes life insurance and/or long term disability claims for Borough employees/retirees, serves as backup and assists HR as a liaison for employees and retirees, administers all unemployment compensation requirements for the Borough, serves as back up in processing reports for Tax Department and preparing reconciliations and required documents, maintains special funds accounting records, in absence of Payroll/Accounts Payable – Senior Account Clerk performs payroll function and other duties. QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES: Must possess a minimum of an Associate’s Degree in Accounting or equivalent experience & training. Must have a minimum of five (5) years’ experience in accounting and general experience in benefits administration, payroll, or office management. Knowledge of accounting principles and practices and demonstrated ability to apply such knowledge on a regular basis.
Demonstrated mathematical, analytical and problem solving skills; knowledge of state and federal payroll taxes and related forms and filing requirements. Ability to learn financial management system within a reasonable timeframe. Ability to enter data accurately while dealing with a high volume of data, meeting established time frames & manage multiple priorities. Demonstrated verbal & written communication skills & ability to prepare reports. Knowledge if MUNIS accounting software and/or ADP Payroll a plus.
