The Borough of Naugatuck will host all Land Use board meetings remotely and in person

until further notice. Public attendance is allowed in the Town Hall. Public Comment or

Testimony can be accepted via email in written form at ecarter@naugatuck-ct.gov prior

to a meeting. Members of the public may also testify by video during these meetings.

MEETING AGENDA

 

 

please be advised that the Zoning Commission Meeting scheduled on Wednesday,

May 20, 2026, at 6:00 P.M. will be held in person for the Zoning Commission

Members and Applicants in the Hall of Burgesses, 4th Floor Town Hall, 229 Church St.

The meeting will be held virtually via ZOOM for members of the Public. Public may attend.

 

  • 1.Call to order, pledge of allegiance and attendance will be taken. After the determination of a quorum, Alternates will be designated as voting members, if necessary.

 

2.    Approval of the April 15, 2026 Regular Meeting Minutes and the secretary will sign previously approved minutes.

 

 

PUBLIC HEARINGS

 

  1. PUBLIC HEARING: 6:05 P.M. – for a proposed text change to remove the B-1 Zone District from Sec. 33.10 Special Standards for Multi-family Dwellings, Applicant; Sheak Bokul.

    Public Hearing Opens 5/20/2026. Public Hearing must close by 6/23/26 unless granted an extension.

     

  2. PUBLIC HEARING: 6:10 P.M. – for a moratorium to temporarily restrict the opening of new Vape/Smoke Shops in a new location, Applicant; Borough of Naugatuck.

Public Hearing Opens 5/20/2026. No ending date required. Borough initiated project.

 

3.    OLD BUSINESS:

 

  1. Commission discussion/decision for a proposed Text Change Request to remove the B-1 Zone District from Sec. 33.10 of the Naugatuck Land Use Zoning Regulations, Applicant; Sheak Bokul.

    Commission has 65 days to render a decision after the Public Hearing has closed.

     

  2. Commission discussion/decision for a site plan modification for the building and grounds for the property located at 88 Sheridan Dr., Applicant; Underground, LLC dba Bocca Paving.

    Commission has 65 days to render a decision on this application by 6/18/26.

     

  3. Commission discussion/decision for a Site Plan Modification for the building and grounds for the property located at 1059 New Haven Rd., Applicant; Atlantis Management Group.

    Commission has 65 days to render a decision on this application by 6/18/26.

     

  4. Commission discussion/decision in regard to a potential 180 day moratorium for Vape/Smoke Shop store openings.

  1. Accept a Special Permit Application for a proposed communication tower at the Osborn Rd Field Complex, refer the application to the Planning Commission and set a public hearing date for the Wednesday, June 17, 2026 Zoning Commission Meeting, Applicant: Borough of Naugatuck.

     

  2. Accept a Special Permit Application for proposed apartments above a commercial restaurant, refer the application to the Planning Commission and set a public hearing date for Wednesday June 17, 2026 Zoning Commission Meeting for the property located at 9 Church St., Applicant; Kieran Martin.

     

  3. Accept a Special Permit Application for a proposed retail building, refer the application to the Planning Commission and set a public hearing date for Wednesday June 17, 2026 Zoning Commission Meeting for the property located at 226 Rubber Ave., Applicant; 226 Rubber Ave. LLC.

     

  4. Commission discussion/decision for a Site Plan Modification Application for a solar powered bottle redemption station for the property located at 727 Rubber Ave., Applicant: Kelly Hovey representing CLYNK for Stop & Shop Supermarkets.

Commission has 65 Days to render a decision on this application by 7/23/26.
